These cruel Asian neighbors..........What should I do?

Im in my house and I can hear my neighbor's dogs bark so loud. One of them is standing up and desperately trying to tap the gl door for anyone to come and open it. It is heartbreaking to see. They want to get in the house. At first I thought no one was home but now I peer closely into their living room and see there are two people wandering inside the house totally ignoring the barking. It's a very hot day and there is no shade. Should I confront these neighbors?
